What it costs to rent a booth legally in Oregon
How much does it cost to become a booth renter in Oregon?
The state fees for booth renting in Oregon are small and fixed
The licensing cost of renting a booth in Oregon is $210 in the first year and $140 a year after that, on top of your practitioner certificate.
That is less than most renters pay in a single week of booth rent. The fees are not the budget problem. Tax is. A renter who plans for $210 in fees and nothing for self-employment tax is the renter who gets the surprise in April.
This page lists the government charges only. Rent, product, insurance and tools vary by salon and are yours to price. The legal side is a short list with fixed numbers.

Health Licensing Office fees for certificates and registrations
Oregon's Board of Cosmetology fee rule sets every licensing charge a renter will meet, from the certificate exam through the yearly registration renewal.
If you are already certified, only the registration lines apply to you. If you are fresh out of school, add the exam and certificate lines. The certificate runs two years. The registration runs one.
A late certificate costs more. Oregon adds a $50 delinquency fee for each year a certificate sits inactive, up to three years.

|---|---|---|
| Certificate application | $30 per field | Once |
| Written or practical exam | $45 each | Per attempt |

Secretary of State fees for a business name or an LLC
A renter working under their own name pays the Secretary of State nothing. A trade name costs $50, and an LLC costs $100 to form and $100 every year.
The LLC is a choice, not a requirement. Whether it is worth $100 a year is a separate question, weighed on the business structure page. If you do form one, the annual report is not optional. It keeps the entity active.
Changing your registered agent later costs nothing to file. That matters if you start with a friend's address and later move to a service.
| Filing | Fee |
|---|---|
| Assumed business name (new) | $50 |
| Assumed business name renewal | $50 every 2 years |
| LLC articles of organization | $100 |
| LLC annual report | $100 a year |
| Change of registered agent | $0 |

The federal EIN costs nothing
The IRS issues an employer identification number free. Any site asking you to pay for one is a middleman.
A sole proprietor with no employees can often use a Social Security number instead. Many renters still get an EIN, to keep their SSN off forms they hand to salons and suppliers. It takes one online session.

Local taxes that only apply in Portland, Multnomah and Eugene areas
Renters working in the Portland metro or the Eugene-Springfield area owe a transit self-employment tax, and Portland adds city and county business taxes above set thresholds.
The transit tax is a small percentage of net self-employment earnings. It applies once those earnings pass $400 in the TriMet or Lane Transit district. The TriMet rate for 2025 was 0.8237 percent.
Portland's business license tax exempts sole proprietors with gross receipts under $50,000. Multnomah County's exemption runs to $100,000. Exempt or not, you still file the return. The details are on Oregon's state and local tax page.
| Tax | Rate | Starts when |
|---|---|---|
| TriMet transit self-employment tax | 0.8237% (2025) | Net SE earnings over $400 |
| Lane Transit self-employment tax | 0.80% (2025) | Net SE earnings over $400 |

A worked first-year and second-year budget
For a certified stylist working under their own name as a sole proprietor, the state licensing cost is $210 in year one and $140 in year two.
Add $50 for a trade name if you use one. Add $100 a year if you form an LLC. That is the whole state list. Everything else is tax on what you earn.
The fee most renters forget is not a fee. It is the 15.3 percent self-employment tax on net earnings. See how self-employment tax works for booth renters and budget for it from week one.
| Item | Year one | Year two |

Questions
Is there a fee to rent a booth that goes to the salon owner's license?
No state fee is charged to the owner for each renter. The owner pays for the facility license. The renter pays for the independent contractor registration. What you pay the owner in rent is a private agreement.
Do I pay the registration fee again if I change salons?
No. The registration is transferable between work locations once you notify the Health Licensing Office, so you keep paying the one $140 yearly renewal.
Are these fees tax-deductible for a booth renter?
Licensing and filing fees paid for your business are generally business expenses on Schedule C. Keep the receipts with your other chair expenses and confirm the treatment with a tax preparer.
Does Oregon charge sales tax on my services or retail product?
Oregon does not have a state sales tax, so there is no state sales tax permit to budget for. Local business taxes in Portland and Multnomah County are separate and based on income.
